As Luke was on the floor he felt the current of all the anger. Not of the Emperor. But of all the broken families. All the hurt abandoned people. Then he saw the past of the Jedi. How their games completely ignored and dismissed real people and how the light seemed to steal the love of ordinary folks for no reason. In that moment he felt the Emperor's compassion for those people and his anger at the universe for that.
And then Luke reflected on his own situation and the truth of it. The Jedi consistently advised him to abandon his friends for the light. Told him to face Vador. Not the Emperor. To kill his own father.
And then he saw without the dark side how meaningless everything is. And his father being unwilling to help.
But then his father did help! But that wasn't because of the Jedi.
This never left him. Traumatized by this insight he was at first willing to teach to prove it wrong. But then created Kilo Ren.
And he decided then that the Emperor was right.
